Great questions and remember rubrics work at all levels. I have even used picture rubrics for kindergarten. Perhaps have 4 pictures that show what you want students to be doing each time they read - For example, a picture of them looking at their book, not talking, following along with a marker, whatever you would like to measure and have the students do pictures are fabulous. Students really enjoy too if you have a digital camera to use pictures of them as models.

Other ideas to assess younger students might be to have them tape record their reading and listen to 2 tapes to see if they can hear themselves getting better.

I also love to use literature circles at this age (Harvey Daniels) or cooperative learning tools as these are ways to assess through talking which younger students often do at a higher level than writing or reading at this age.

Your assessments can also be as simple as tell me 10 words or less what this story was about (I like to use 10 words or less to help students with chunking knowledge and I count as they recite). If they can't do it in 10 words or less I have them try again teaching the skill of chunking and assessing at the same time.

For literacy and younger students try out the Reading is Fundamental Website http://rif.org/

Also I always used magazines or art for kids to either cut out a picture that they feel relates to the story or to draw if they can a picture of the story.

One last idea if you haven't used wikki stix before they are great to have kids create models of their thoughts and they are reusable. http://wikkistix.com/
