Every district has their own guidelines on how they will implement RTI.Because there no clear guidelines for the program in the district where I currently teach. RTI is ineffective with most students. The intervention teachers are used as substitutes to save money due to budget cuts.Analyzing the success of students in tier 2 shows less than 2% passing state tests. My response is to have clear and consistent goals throughout the district.
