Richard, I agree with you that a grade is just a letter and doesn't always say much about a child's abilities and growth especially if special needs are involved. I think students with special needs should be evaluated based on the growth they have made and in what length of time. In addition it is important to look at the whole child with maturity, as you mentioned, being a huge part. Even if a student has made significant gains with assistance, it is important to ensure that services will be provided in the next grade or alternate placement so that the child can continue to progress. It's also critical to evaluate whether placement will be in the least restrictive environment as appropriate to the child's needs.

I referr to retention as an additional year of support. I did that with my daugher. She attended kindergarten at the Montessori school, and than kindergarten at the public school. This was very beneficial for her. My daughter has special needs and these needs are met in her special day class with pull out into a general education class. Next year she will be going to middle school. Socially and emotionally she is ready. She told me that she is excited about the change is fine about going in to a special day class with pull out on a middle school campus. Keeping an open conversation with the student and parent is very important.
